Ternopol State Medical University TSMU was founded on 12 April 1957 as a Ternopil Medical Institute. On July 1, 1992, the institute was named after Ivan Horbachevsky. On December 30, 1997, it received the status of State Medical Academy, and on 17 November 2004, after reorganization, the institution became Ivan Horbachevsky Ternopil State Medical University. The first rector of the medical institute was Petro Ohii, and the vice-rector Arsen Martyniuk. The regional administration transferred ownership of two buildings to the institute for the use as academic and laboratory facilities, and two dormitories. University clinic facilities were located in the municipal hospital. At the same time, the Morphology Building, a dormitory, and the Regional Hospital were being built.
The institute had 19 departments, and employed 66 instructors, among them Kostiantyn Kovanov, Rostyslav-Yurii Komarovskyi, Anatolii Lokai, Ivan Sytnyk, Mykola Skakun, and Yevhen Honcharuk. The first class consisted of 210 students.
The institute steadily developed programs and facilities, but the biggest change took place after Ukraine has gained its independence in 1991, when the school started moving towards the European system of education. In 1994, the Institute received IV level of institutional accreditation. In 1995 TSMU added the specialty of Nursing, and in 2000 Pharmacy.As of 2016, the university offers Bachelor’s level programs in Physical rehabilitation and Nursing; Master’s level programs in Medicine, Pharmacy, Dentistry and Nursing; and Ph.D. level programs in specialties Medicine, Pharmacy, Dentistry and Biology.
According to the Decree of the President of Ukraine № 146/2019 from the 17-th of April, 2019, I.Horbachevsky Ternopil State Medical University received the status of a national university.
The document states that “taking into account national and international recognition of the results of the activity of the State Higher Educational Institution ” I.Ya.Horbachevsky Ternopil State Medical University of the Ukrainian Ministry of Public Health”, its significant contribution to the development of national medical and pharmaceutical education and science, I resolve to give the State Higher Educational Institution “I.Ya.Horbachevsky Ternopil State Medical University of the Ukrainian Ministry of Public Health” the status of national and to continue naming it – ” I.Ya.Horbachevsky Ternopil National Medical University of the Ukrainian Ministry of Public Health”.
The Center for International Projects "Eurovision" in partnership with the international expert group, IREG Observatory on Academic Ranking and Excellence, presented the new academic rating of higher education institutions of Ukraine "Top 200 Ukraine 2019".
Ternopil National Medical University named after I.Gorbachevsky this year ranked fourth place among medical universities and 34 place among 200 institutions of higher education of Ukraine
One of the main trends in this year's ranking of universities was the finding of a balance between the creation of new, critical knowledge, the results of research and innovation, and the practical transformation of these developments into the development of modern society.
Methodology of the project "Top 200 Ukraine", created in accordance with the Berlin Principles of Ranking of Universities, is based on the use of open data of direct measurements (total weight 85%) and expert opinions of experts in the field of higher education and main labor markets of Ukraine (total weight 15%). . In accordance with this methodology, the activity of ZOO is estimated using the integrated index - From. This index contains three complex components: From = Inp (40%) + In (25%) + Imv (20%), where Inp are the indices of the quality of scientific and pedagogical potential, Im is the index of quality of education, Imm is the index of international recognition.
In total, 30 indicators of direct measurement (personal data, information from ZW sites, data from international associations of universities, data on ZWO participation in international projects (Horizon 2020, Erasmus +), information on ZWO participation in international rankings (Webometrics, Scopus, uniRank), data of the Ministry of Education and Science of Ukraine, UNESCO, data of the Committee on State Awards of Ukraine and Taras Shevchenko awards, participation of NGOs in projects funded by NATO within the framework of the Program "Science for Peace and Security", participation of NGOs in bilateral projects, average competition alien entrant and other open data).
Expert evaluation of the quality of scientific and pedagogical potential and quality of training with a total weight of 15% was carried out according to the following criteria: level of basic, general education of students, level of professional training, level of practical knowledge of information technologies, demand of graduates of ZVO by labor market.

Medical and preventive work is one of the main directions of the activity of the medical university. With a strong potential of the teaching staff of 63 professors (19%), 184 assistant professors (36%) and 124 assistant (45%), the employees of the medical university clinics significantly improve the qualitative and quantitative indicators of medical and preventive work of the city and region.
Clinical departments of the Ternopil State Medical University are located on 19 bases of medical and preventive establishments of regional and city subordination, as well as the city of Rivne, Zhytomyr. Most of the clinical bases are specialized centers, which provide highly specialized medical care to the population. These centers include: regional and urban gastroenterological departments; regional and city cardiology departments; regional endocrinology department; Regional Center of Clinical Immunology and Allergology; regional thoracic department; regional vascular department; regional neurosurgical department; Department of Minimally Invasive Surgery; regional center of eye microsurgery; regional otorhinolaryngology department; regional neurological and psychiatric dispensary; Regional Oncology Center; regional anti-TB dispensary; The total amount of bed fund is 4952 beds. In the specialties "Medical business", "Dentistry" and "Clinical pharmacy" there are 35 clinical departments.
